actions really do speak louder than words

Upon first encountering him, Salazar seems haughty, overconfident and taunting. He cackles loudly as he watches you enter his castle and taunts you several times during your stay there. Later on, you find out that he spares no time in killing those whom he believes have stolen from him - including other cultists. He drives Leon crazy with his cheekiness, and just exudes an all-around unpleasantness.

I think beyond that rather unsociable exterior lies a loneliness. He seems like a person who is concerned with how he is perceived; this could stem from his assumedly privileged upbringing. Now, I'm no psychologist, but I think it's safe to assume that all of that unpleasantness stems from a lonely existence and a troubled past.

Overall, he appears fairly immature, in light of his malicious tendencies. He enjoys playing games, as dark in nature as they may be. And as evidenced, loves to laugh. Er, cackle.
