He is the current mayor of Quahog, Rhode Island and a bit of an eccentric character. Okay, perhaps more than just a "bit" eccentric. But he is generally well-meaning. He just tends to concoct all kinds of expensive schemes to distract the townspeople from whatever present controversy threatens his candidacy. However, his extremely quirky and random personality makes him yet another source of great hilarity in the show. I mean, come on, this is the man who is convinced that someone is "stealing" his water, after he pours it into his plants.
